WHEREAS, from 1948 to 2012, the Sangguniang Panlungsod of General Santos has enacted about 2,455 ordinances to govern the more than half a million constituents;

WHEREAS, most of these ordinances remain obsolete, unmodified, conflicting with one another, and remain inaccessible by the public even with the advent of modern information and communication age;

WHEREAS, it is imperative to classify, organize and arrange these pieces of legislations into a single code to afford the people widest possible dissemination, modify or repeal outdated local laws, prevent duplicity and conflict of existing laws, and to provide the public a platform for cheap, easy and convenient access to local regulations;

NOW, THEREFORE, on motion of City Councilor Elizabeth B. Bagonoc, duly seconded by City Councilors Ronnel C. Rivera, Vivencio E. Dinopol, Richard L. Atendido, Nepthale P. Natividad, Eduardo D. Leyson IV, Virginia T. Llido, Dominador S. Lagare III, Marius Orlando A. Oco, and Margareth Rose N. Santos, on joint sponsorship, be it –

RESOLVED, as it is hereby resolved, to enact the following Ordinance:

Be it enacted by the Sangguniang Panlungsod of General Santos that:
