PASAY CITY (February 21, 2023) – Vice Mayor Rosalita “Nanay Lita” Nuñez called on the newly elected Vice Mayor’s League of the Philippines (VMLP) National President, Vice Mayor Dean Anthony Domalanta (standing left) of San Mariano, Isabela to help ask Congress put a clearer definition on the scope and limits of the Legislative Department’s Power of the Purse. According to Nanay Lita, the intent of the Constitution in providing for a means of checks and balances between the Executive and the Legislative through the Power of the Purse seems to lack teeth and definitive interpretation. “We need Congress to put a definition as to the clear limits of our (legislative) power over the purse. Otherwise, magulo, open to interpretation and walang ngipin if ever we want to check and balance our counterpart. That is a national issue,” Nanay Lita explained.
